In 2003, a report by the MITRE Corporation documented widespread use of, and reliance on, open source software within the United States Department of Defense (DoD). This report ended the debate about whether free and open source software (FOSS) should be banned from software utilized by the Aerospace and Defense industry, and helped redirect discussion towards the effective management of open source in a proprietary environment.

With over 500,000 FOSS projects and billions of lines of code available today, it’s no surprise that contractors are consistently leveraging and reusing high quality and secure open source software. However, FOSS is not a ‘free lunch’ and each project comes with associated license obligations that must be managed properly to avoid unnecessary operational, security and compliance risks. Further, the complexity in sourcing and qualifying, deploying, supporting and engaging in open source communities, limits the ability of the A&D industry to fully realize the benefits of open source their commercial peers are enjoying.

This challenge is made even more complex in the Aerospace and Defense industry where diverse and complex contractor supply chains make it difficult to control the use of FOSS entering the internal development ecosystem. In fact in October 2009, a memorandum from the DoD asked internal developers and subcontractors to effectively document the use of FOSS and associated licenses moving forward.
